Online Newspaper Business in Korea

In Korea, if someone intends to create a home page or news page that meets the criteria for an internet newspaper under the Act On The Promotion Of Newspapers, then registration as an internet newspaper in accordance with the Act On The Promotion Of Newspapers is required.

Act On The Promotion Of Newspapers

Article 9 (Registration)

(1) A person who intends to publish a newspaper, or to electronically publish an online newspaper or online news service shall have the following matters registered with the Special Metropolitan City Mayor, Metropolitan City Mayor, Special Self-Governing City Mayor, Do Governor, or Special Self-Governing Province Governor (hereinafter referred to as "Mayor/Do Governor") having jurisdiction over the address of the principal office, as prescribed by Presidential Decree. The same shall also apply to the modification of registered matters: Provided, That where the State or local governments publish or manage a newspaper, etc., or a juristic person, organization or institution publishes a newspaper, etc. in order to distribute them to their affiliated personnel, and in cases prescribed by Presidential Decree, this shall not apply:

Article 2 (Definitions)

 

The terms used in this Act are defined be as follows:

The term "online newspaper" means an electronic publication published in order to spread news, commentaries, public opinion, information, etc. regarding politics, economics, society, culture, etc. by using equipment capable of processing information, such as computers, and communications networks, which meet the standards prescribed by Presidential Decree, such as the independent production of news articles and continuous publication;

 

Presidential Decree on the Act On The Promotion Of Newspapers

(1) In Article 2, Paragraph 2 of the "Act on the Promotion of Newspapers" (hereinafter referred to as the "Act"), the term "standards prescribed by presidential decree such as the independent production of news articles and continuous publication” means the following criteria:

 1. As a requirement for independent article production, publish articles that have been independently produced and account for more than 30% of the total number of weekly articles published.

 2. As a requirement for continuous publication, publish new articles on a weekly basis.

 

 

If the page you want to create meets the criteria above, you should register your business as a Online Newspaper or Online News Service.
